How this reference is written

Most pest control content is written by people who have never held a Notice of Violation. This is written by the people who do the correction work, and it is built to be checked rather than believed.

  • Every rule is named. Statute, rule, HPD instruction or our own practice. You can tell which is which, because they carry different weight and a page that blends them is not useful to you.
  • Every rule says what it applies to, and where in the procedure it applies. A recurring source of wrong answers in this area is a real rule quoted outside its scope, whether that is the wrong kind of building, the wrong kind of work, or the right form used at the wrong stage. We have found this in guidance published by others, in materials published by the city, and in our own earlier drafts.
  • Where sources conflict, we say so. We don't resolve a contradiction quietly and hand you a clean number. HPD's own published materials sometimes disagree with each other, and knowing that is more useful than a false certainty.
  • Every page carries a last-reviewed date. These rules move, and agency guidance moves faster than the statute. A page without a date is a page nobody is maintaining.
